What does this mean?

On Sunday, the Israeli Defense Ministry spokesperson sent the following cryptic communication, entitled “CROSSINGS INTO JUDEA AND SAMARIA”  — that means the West Bank — out to the media, and here I quote:
“Following is a list of crossings into Judea and Samaria:
For Israelis: HaBika, Te’anim, Eliyahu, Shilo, Macabim, Shomron, Adumim, Bahurim, Mizmoriya, Derech Ha’Avot, Betar, Efrat, Gush Etzion Junction, HaLammed-Heh, Metzudot Yehuda, Mitzpeh Shalem, Ariel, the Good Samaritan, Oferim.
Joint crossings: Reihan, Nili, Tarkumiya, Metar.
For Palestinians: Gilboa, Sha’ar Ephraim, Eyal, Atarot, Yehoshaphat, Lazarus, Hazeitim, Kidron, Rachel, El Khader (underground passage under construction).
Commercial crossings: Gilboa, Sha’ar Ephraim, Beituniya, Mizmoriya, Tarkumiya, HaBika.
* There are also approximately 60 agricultural crossings for Palestinian farmers whose lands lay beyond the security fence.
* Foreign nationals may use the Israeli and joint crossings”.
